Summary of Specifications:
NOTICE IS HEREBY GIVEN that sealed bids for the Contract No. 2015-04, Mount Ivy and Wilder Road Pump Station Improvements, will be received by the Board of Commissioners, Rockland County Sewer District No. 1. Bids will be received on October 14, 2015 until 11:00 a.m. local time in the offices of RCSD No. 1, 4 Route 340, Orangeburg, NY, 10962 at which time and place they will be publicly opened and read aloud. These bids will be for the furnishing of all tools, equipment, materials and labor for Contract No. 2015-04, Mount Ivy and Wilder Road Pump Station Improvements, all complete, in place, tested and ready for use. Work will be in accordance with the Contract Documents including plans, specifications, Instructions to Bidders, etc., prepared by Gannett Fleming Inc. for said project. Any bids not delivered in person shall be mailed to the Board of Commissioners, Rockland County Sewer District No. 1, 4 Route 340, Orangeburg, NY 10962. All bids shall be submitted in sealed envelopes and shall be plainly marked on the outside with the statement "Bid Documents Enclosed" and with the Contractor’s name and the title of the bid. The work for which bids are invited consists of furnishing and constructing the following: 1. Design, provide, install, power, test, operate, and maintain a temporary bypass pumping systems. Prepare and submit for review a temporary bypass pumping plan. Implement the bypass plan in accordance with the Contractor’s approved plan. 2. Test bypass pumping systems to the satisfaction of RCSD No. 1 prior to isolating the wet wells. 3. Provide a vacuum truck to remove sewage from the manhole upstream of the comminutor chamber to facilitate the wet well isolation work. This will reduce the amount of sewage entering the comminutor chamber during the isolation work. This work is to be done at night. 4. Prepare a Spill Response Plan that will be implemented in the event of a sewage spill. 5. Remove all material and debris from the comminutor chamber and the wet well. 6. Clean interior of wet wells by power washing. Inspect all wet well interior concrete surfaces in both wet wells and report any defects to RCSD No. 1. 7. Temporarily plug the piping between the comminutor chamber and the wet well. 8. Temporarily remove the submersible pumps. 9. Remove and dispose of all pump discharge base elbows, vertical piping, and pipe supports and restraints. 10. Remove and dispose of air piping, diffusers and related appurtenances. 11. Partially remove the concrete chamfer at the bottom of the wet well. 12. Prepare the wet well concrete for the concrete bench. 13. Install a concrete bench and chamfer in the wet well. 14. Install new base elbows, vertical piping, and pipe supports and restraints. 15. Remove and replace with new: two (2) hydraulic operated pump check valves, two (2) manual plug valves and one (1) flow meter, in the Mount Ivy Pump Station. 16. Remove and replace with new: three (3) hydraulic operated pump check valves, three (3) manual plug valves and one (1) flow meter, in the Wilder Road Pump Station. 17. Re-install and test submersible pumps. 18. Restore site to its pre-construction condition. 19. Provide without additional compensation, any apparatus, material and labor not specifically mentioned in specifications or indicated on Drawings, that is necessary to complete or perfect any portion of work in a substantial manner and in compliance with requirements implied or intended in these Contract Documents. This includes materials, devices or methods peculiar to the apparatus or system provided. The Mount Ivy Pump Station is located at 1585 Route 202, Pomona, NY and the Wilder Road Pump Station is located at 1099 Haverstraw Road, Suffern, NY. The Contract Documents will be available on September 21, 2015 after 10:00 a.m. Copies of the Contract Documents may be examined at no expense at the offices of the Board of Commissioners, Rockland County Sewer District No. 1, 4 Route 340, Orangeburg, NY 10962 between the hours of 10:00 a.m. and 4:00 p.m. daily except Saturdays, Sundays, and holidays.
