Summary of Specifications:
PURPOSE The County of Rockland, Department of General Services, Facilities Management, Capital Projects, is requesting from qualified professional Engineering firms, design services proposals for the development and preparation of plans and specifications for the reconstruction of the pedestrian walk bridge and river shoreline that was damaged by Super Storm Sandy in October of 2012. These plans and specifications shall be in complete compliance with the New York State Uniform Fire Prevention and Building Code, New York State Wicks Law, Americans With Disabilities Act (ADA), NFPA, ASME, ANSI, OSHA and all other governing agency codes and standards. PROJECT BACKGROUND The County of Rockland, Facilities Management, Capital Projects, shall enter into a contract for Engineering Design Services for the reconstruction of Haverstraw Bay County Park Pedestrian Bridge and Shoreline. The Haverstraw Bay County Park is located in the Town of Haverstraw, New York along the Hudson River. The park was constructed approximately 10 years ago and consists of walking paths, playgrounds, a boat ramp, several building structures, a 9/11 memorial, fishing piers and a pedestrian walk bridge over an inlet. On the evening of October 29, 2012, super storm Sandy hit the north east coast. The 13 foot storm surge severely damaged the parks river front shoreline, paths and pedestrian walk bridge. The bridge, which was made of recycled plastic material supported by a steel beam framework was washed off of the supports and deposited into the adjacent inlet. The bridge has since been removed. Approximately 900 feet x 20 feet of shoreline was eroded to a depth of 1 foot. The asphalt paths adjacent to and leading up the bridge were also destroyed.
