Summary of Specifications:
The Orange County Department of Social Services (DSS) is hereby announcing its intent to contract for the provision of a Resource Family Recruitment Advertising Campaign and Related Services.
Resource Family (Foster and Adoptive Family) Recruitment Services require the development of an advertising campaign, including printing and distribution of materials, and related recruitment activities to solicit and screen qualified adults interested in providing foster care and/or adoption for children in need of temporary and permanent families. Historically, the Department of Social Services has contracted for the development, production, and distribution of recruitment advertising materials, provision of a toll-free, dedicated phone line available twenty-four hours a day, seven days a week, for potential resource parents’ initial inquiries, and screening to insure basic eligibility, as well as scheduling interested persons into orientation meetings at the Department of Social Services. The Recruitment Services contract involves multi-media advertising, regularly scheduled, mass mailing of advertising materials, live screening of potential resource family candidates, maintenance of detailed records of activities, and the provision of statistical analysis of data related to recruitment and screening activities.
