The County of Orange, New York (“County”) seeks to engage a qualified airport architectural and/or engineering (“A/E”) consultant for A/E services for the airport development projects identified in this Request for Qualifications (“RFQ”). It is the intent of the County that such consultant(s), if awarded a contract, shall maximize the safe and efficient use and development of the Orange County Airport, 500 Dunn Road, Montgomery, New York 12549 (“Airport”) in accordance with the 2025 Airport Master Plan Update.
The County is soliciting Statements of Qualifications (defined below) from interested and qualified A/E consulting firms who wish to be considered for the Anticipated Projects (defined below) listed herein (“Offerors”). The County expects that the projects identified in this RFQ will be funded, in whole or in part, by Federal Aviation Administration (“FAA”) grants, as part of the Airport Improvement Program (“AIP”). The projects shall be performed in accordance with FAA Advisory Circulars and in compliance with all applicable federal, state and local statutes, laws, regulations, rules, requirements, guidelines. The FAA Advisory Circular 150/5100-14E Change 1 dated September 25, 2015 (“Circular”), is the basis for this RFQ.
Firms responding are advised that much of the services to be provided are expected to be accomplished during the course of several FAA grant projects.
All firms interested in submitting a Statement of Qualifications, including any person affiliated with or in any way related to such firm, are strictly prohibited from direct or indirect contact with any employee of the County on any matter relating to this RFQ. Any communication shall be made through, and in coordination with, the Commissioner of General Services for the County of Orange. All such reports, requests for information, questions, etc. shall be emailed to GeneralServices@orangecountygov.com with questions typed in the body of the email, and the subject line “RFQ Questions”. No questions will be entertained by any other means. All questions must be submitted by October 22, 2025, 2:00 P.M., prevailing time. Questions received after this time may not be addressed. Please be patient, questions will be answered in an Addendum/Addenda to be shared with all interested firms in the manner that they originally received the RFQ. All Addenda to this RFQ shall also be posted to Bidnet. Questions will not be responded to individually. Prohibited or inappropriate contacts will result in the disqualification of the subject firm. This policy is intended to protect the integrity of the selection process and shall be strictly enforced.
