RFP-DSSOC02-07 - Parole Reentry Services

Summary of Specifications:
The Orange County Department of Social Services anticipates awarding a number of contracts to non profit agencies to provide highly specialized services designed to improve the transition from incarceration to community and the availability of substance abuse services for those returning to the community. For non profit providers considering a response to this RFP, the following services must be provided: 

1. Parole Reentry Coordinator: provide on-going coordination efforts for services offered to offenders returning to the County of Orange. These services may include community preparation; discharge planning, coordinating the efforts of the Parole Reentry Task Force and offering oversight of other services offered to returning offenders. 

2. Life Coaching: offering one on one intervention for returning offenders through the development of community based staff that is trained to engage consumers and ease reintegration efforts. 



3. Substance Abuse Treatment: providing one on one and group substance abuse treatment for returning offenders who have no access to third party health insurance or Medicaid. This service may be offered through a fee based structure based on specific services delivered. 

4. Cognitive Behavioral Therapy: focused on high risk offenders, this Request for Proposals allows for the development of services that include the provision of Cognitive Behavioral Therapy (CBT). Referrals for CBT will be coordinated by the Parole Reentry Coordinator and reimbursed on a per session rate basis. 

5. Certified Alcohol Substance Abuse Counselor (CASAC): funds are available through this RFP to develop substance abuse assessment, case management and treatment for returning offenders. A CASAC will be contracted for to work closely with the Parole Reentry Coordinator in providing assessments, developing treatment plans, monitoring treatment and offering case management throughout the Orange County community.
