The County of Orange (County) is requesting bids from qualified vendors to provide food services for the Orange County Correctional Facility (OCCF). The OCCF, located at 110 Wells Farm Road, Goshen NY, is a sixteen (16) year-old facility that houses an average daily population of 683 inmates and employs approximately 317 staff as of the date of this RFB.
The RFB includes three (3) separate lots that may be awarded to one (1) or more vendors. The three (3) are as follows: Lot 1 - Inmate Meals, Lot 2 - Staff Meals, and Lot 3 - Catering. The successful bidder(s) awarded a contract (each a Contract) as a result of this RFB (each a Contractor) will be required to provide flavorful, visually appetizing, wholesome, nutritious, quality meals at proper service temperature, with correct portion sizes at designated meal service times. Inmate meals (Lot 1) and staff meals (Lot 2) are to be served three (3) times per day, seven (7) days per week, three hundred sixty-five (365) days per year, and three hundred sixty-six (366) days during a leap year while meeting all requirements of the Contract and this RFB. In addition to meeting the requirements of this RFB and the resulting Contract all inmate meals shall meet the then current New York State Commission of Corrections Minimum Standards (Title 9 New York Code of Rules and Regulations Part 7009), the American Correctional Association Standards, and the National Detention Standards (collectively, the Standards).
