Summary of Specifications:
The County of Dutchess is seeking services of a qualified firm to manage the operations of its Division of Public Transportation transit bus service. The management firm selected will have to be qualified to do business in the State of New York, and must have at least ten (10) years successful experience in public transit that includes fixed route and demand response services subsidized with federal and state operating and capital assistance funds and governed, in part, by federal, state, and local regulations. The firm must currently operate and design both fixed route and demand response type services. The firm will be under contract with Dutchess County beginning on or about January 1, 2014. This Request for Proposals (RFP) consists of two (2) approaches requiring separate Technical and Sealed Cost Proposals for each. Management firms may choose to submit proposals for one or both of the following sets of specifications; however each submission must be separately sealed and clearly labeled: 1. Current Model Approach wherein the transit management company will employ ALL staff necessary to operate the transit system, except for the functions of the Planning Department and Transit Administrator or 2. Per Mile Approach wherein the County will pay a per-mile fee to the management company or all functions related to the operations of the system including bus operators, supervisors, dispatch staff, administrative staff, etc. Per mile applies to total vehicle miles necessary to perform the current public transit schedule.
