Summary of Specifications:
RFP NO: 190 - Consulting Services to Assist the Yonkers City Council with the Sate Environmental Quality Review Act (SEQRA) Process for the Proposed Development of 79 Austin Avenue (designated on the Yonkers tax assessment map as Block 3285, Lot 10)Yonkers, New York. The Property is wholly located in an IP (planned industrial, residences excluded) district of the City and is currently undeveloped, vacant land. The applicant is seeking an amendment to the City Zoning Map to rezone the Property from IP District to M (apartment houses, medium density) District to permit the development of a luxury residential “apartment house” community. If rezoning is granted, the applicant intends to develop the Property with a) four 3-story buildings of 112 units; b) two 4-story units of 288 units; and c) 518 parking spaces in an on-site 5-level garage and 202 surface parking spaces. Proposers shall have a minimum of five (5) years on-going experience providing consulting services to New York State municipalities regarding the New York State Environmental Quality Review Act. The City of Yonkers welcomes all qualified vendors to participate in our solicitations, and we encourage participation from local and Minority and Women Business Enterprises. The Consultant’s environmental review services will address issues and mitigations relating to the rezoning and development of the Property and will include, but are not limited to: 1. Transportation, 2. Noise, 3. Air Quality, 4. Storm Water and Drainage, 5. Sanitary Sewer, 6. Parking, 7. Recreation and public space, 8. Visual Analysis/Aesthetics, 9. Displacement and Gentrification Issues, and 10. Community Services and Facilities. The Consultant shall review all development documents and prepare notices as required for SEQRA purposes and as may be required by the City of Yonkers City Council. The Consultant shall review the proposed scope with the City Council and advise them of the adequacy of that document. The Consultant shall circulate the draft and adopted scope to interested and involved agencies. The Consultant shall advise and assist the City Council with informing the public about the project and the proposed development. The Consultant shall make presentations and attend civic meetings as may be required. The Consultant shall review all development documents and prepare notices as required for SEQRA purposes and as may be required by the City of Yonkers Zoning Board, Planning Board, and City Council Real Estate Committee.
