The Corporation of the City of Yonkers (the “City”) is requesting technical and cost proposals from qualified engineering firms licensed in the State of New York to provide on call Water Engineering Services related to the operations of and capital improvements for the City of Yonkers’ Water Bureau.
Under this Contract, Engineering Services will be provided to the City of Yonkers Water Bureau on an as-needed basis. Tasks which may be performed under this contract may include but not be limited to:
1. Utilize the existing Yonkers Water System Hydraulic Model to perform Engineering analyses in preparation for shutdowns of supply Aqueducts or treatment [disinfection changes] by the New York City Department of Environmental Protection.
2. Utilize the Yonkers hydraulic model to perform hydraulic analyses and provide Engineering Services related to the evaluation of the effect of development projects upon the distribution system.
3. Preparation of plans and specifications for Water System Improvement Projects that consist of Pipeline, Valve and Control Valve Projects, upgrading Water Pumping and Treatment Facilities, Facility Improvements, rehabilitation of CBS Tank Systems, Emergency Power Systems [generators and diesel engine drivers] and optimize current and future SCADA capabilities.
4. Preparation of plans and specifications for cleaning and cement lining projects.
5. Update annually the Water Bureau’s Chemical Bulk Storage (CBS) Spill Prevention Report (SPR). Perform on an as needed basis the 5-Year Inspection of the Water Bureau’s Chemical Bulk Storage Tank systems.
6. Perform periodic inspections of water system’s elevated steel water storage tanks in accordance with AWWA D101-53.
7. Preparation of plans and bid specifications for the rehabilitation [repair work and painting] of water systems’ elevated tanks.
8. Other miscellaneous engineering tasks as required by the Assistant and Superintendent of Water would consist of updating the Water System’s Emergency Response Plan, Vulnerability and Risk & Resilience Assessment, also assist in and implement recommendations. Perform Rate Study Analysis, Design & Implement an Asset Management System, preparation of Water Fund and Grant Applications, provide construction administration and oversight on Water Infrastructure projects.
Proposal Evaluation:
The City shall apply the following evaluation criteria in selecting a proposer with whom to commence contract negotiations. Such criteria are not necessarily listed in order of importance. The City reserves the right to weigh its evaluation criteria in any manner it deems appropriate. If two offers are found to be substantially technically equivalent, price shall be the basis for determining the award recipient.
a. Direct experience providing the services outlined in this RFP; including professional qualifications, years of experience, type of experience, personal background, and resume(s) of the individuals who will provide services pursuant to this RFP.
b. Technical Proposal;
c. Staffing plan and anticipated project schedule;
d. Total cost and/or rates of services to be provided; and
e. A determination that the proposer has submitted a complete and responsive proposal as required by all sections, terms, and conditions of the RFP.
The City reserves the right to reject any and all proposals, to waive any technicalities, informalities and irregularities, to accept or reject all of part of proposal, and to be the sole judge of the suitability of the proposal offered.
