Summary of Specifications:
On April 4, 2006, the Yonkers City Council approved Mayor Philip Amicone’s Master Developer Designating Agreement (MDDA) with Louis R. Cappelli, Struever Bros. of Baltimore, and Fidelco Realty of New Jersey to redevelop extensive portions of the Yonkers downtown and waterfront properties. The joint venture partnership is known as Struever Fidelco Cappelli, LLC (SFC) and will undertake this redevelopment in three phases over five years.
The scope of this RFP is limited to the Phase 1 development of The Gateway District. This encompasses the development of two city blocks including the site known as “Chicken Island” and the Getty Square municipal parking lot in the heart of downtown, just north of City Hall. SFC envisions building 750,000 square feet of mixed use retail, entertainment and residential development incorporating a minor league ballpark and up to 800 units of housing along with a major retailer, movie theaters, and possibly a hotel. The Gateway District will stretch east along Yonkers Avenue from Main Street to Nepperhan Avenue.
2. Qualifications
The Proposer shall have a minimum of five (5) years experience providing consulting services to New York State municipalities regarding the New York State Environment Quality Review Act.
3. Consultant Responsibilities
A. The Consultant’s environmental review services will address issues and mitigations relating to the development of the Gateway District and will include, but are not limited to:
1. Transportation, 2. Fiscal Analysis, 3. Air Quality, 4. Storm Water and Drainage, 5. Sanitary Sewer, 6. Parking, 7. Visual Analysis, 8. Displacement and Gentrification Issues, and 9. Community Services and Facilities.
B. The Consultant shall advise and assist the City Council with informing the public about the project and the proposed development. The Consultant shall make presentations and attend civic meetings as may be required.
C. The Consultant shall review all development documents and prepare notices as required for SEQRA purposes and as may be required by the City of Yonkers Zoning Board, Planning Board, and City Council Real Estate Committee.
