Description

The City of Newburgh seeks the services of a Certified Water Storage Tank Inspector and a NYS Licensed Professional Engineer to carry out the scope of services, as outlined in the specifications. The services include inspection of the City’s five (5) water storage tanks and preparation of reports for each inspection. The tanks vary in size consisting of one (1) 500,000-gallon tank, one (1) 1.2-million gallon tank, one (1) 1.5-million gallon tank, and two (2) 2-million gallon tanks. All tanks are owned by the City of Newburgh, and located in either the City of Newburgh, Town of Newburgh or the Town of New Windsor. The objective of this RFP is identify a proposer that demonstrates the best value based on the results of the RFP scoring criteria. The proposer that demonstrates the best value based on the results of the RFP scoring criteria shall be recommended to the City Council for entry into a contract to perform the scope of work under the requirements outlined in the specifications.

Questions shall be submitted electronically by email to Assistant City Engineer Lisa Ponce at lponce@cityofnewburgh-ny.gov no later than 12:00 p.m. (local time), Thursday, August 14, 2025.

Qualified contractors are required to submit one (1) original proposal with signatures made in blue ink (except for a Notary Public), and one (1) digital copy on a USB drive in a sealed envelope - clearly referencing the title of this RFP on the outer envelope - no later than 11:00 a.m. (local time), Thursday, August 28, 2025 to: Attn: Robert Van Vlack, City Purchasing Agent City of Newburgh 83 Broadway – Fourth Floor Newburgh, NY 12550 Proposals shall be suitably bound and organized so that required mandatory information is first, followed by any supplementary information that the respondents wish to include. To the greatest extent possible, the submitted format shall be limited to 8½" x 11" format. The cover of the proposal shall clearly indicate name, address, telephone number and electronic mail address of the firm and designated contact person. Proposals shall be delivered to the City of Newburgh by hand, mail, or other courier type services on or before the submission deadline. Facsimile or electronic email submittals are not permitted and will be rejected.
