Summary of Specifications:
The County of Albany is seeking proposals for Chemical Dependence Community Residential Services as requested by the Albany County Department of Mental Health (ACDMH). The purpose of the requested service is to expand capacity for adults (male) in need of treatment in a community residential setting, as defined by the New York State Office of Alcoholism and Substance Abuse Services. While Chemical Dependence Community Residential Services are available in Albany County at this time, an analysis of local need reveals the need for expanded capacity at this level of care. A review of the NYS Office of Alcoholism and Substance Abuse Services September 2009 Service Need methodology reveals an unmet Albany County need of 33 Community Residential beds. In addition, Albany County Community Residential Providers have maintained almost 100% capacity serving primarily Albany County residents for sometime. In 2003, a 24-bed Community Residential Program, that served primarily criminal justice involved clients, was closed in Albany County and to date this service capacity has not been replaced. This RFP is intended to re-establish this service and restore capacity consistent with the current local need estimates. Finally, in 2009 significant changes to Rockefeller Drug Law sentencing provisions were made establishing judicial and other diversion programs for certain non-violent felony offenders. These changes are expected to increase demand for additional Chemical Dependence treatment services, as certain non-violent felony offenders will no longer be sentenced to incarceration, but will instead be provided the opportunity to participate in chemical dependence treatment services under Judicial, Probation or other supervision. It is anticipated that some of these individuals will need a chemical dependence community residential level of care. Therefore, ACDMH seeks through this RFP, a 24-bed Chemical Dependence Community Residential program for men. The Department anticipates awarding a contract to one (1) proposer who has an understanding of chemical dependence and criminogenic needs and is able to demonstrate the ability to provide clinically appropraite community residential services that support treatment and recovery goals. The awarded proposer will be expected to accept the transfer of ownership of the property at 292 Second Street, Albany, New York 12203 and complete the Capital project with the NYS Office of Alcoholism Services for this Chemical Dependence Community Residential Service service. The property and Capital project will be the responsibility of the NYS OASAS and the awarded provider. Albany County has no affiliation to this property or the Capital Project for this service.
