2026-09-001 - RFP# 2026-09-001 ANNUAL LEGAL SERVICES

The scope of work is for Legal Services and required activities include, but are not limited to:

• Providing day to day legal services to the County Commission and Administration
• Providing legal opinion and guidance, ultimately leaving the final decisions to the County Commission and Administration, and continuing to provide legal support based on these decisions
• Attending all County Commission Meetings and Administrative Hearings
• Advising Commission on all matters including, but not limited to: Policies and Procedures, Open Meetings, Inspection of Public Records, Elections, Procurement, Administrative Proceedings and Hearings, Meetings Rules, Personnel Matters, Tort, and Criminal Litigations matters that may arise
• Drafting and Reviewing Notices of Contemplated Actions
• Drafting and Reviewing Resolutions, Ordinances and other Policies
• Drafting and Reviewing Contracts, Leases, Memorandums of Understandings, Joint Powers Agreements and as requested by departments as needed
• Providing written legal opinions and advising County on methods to avoid civil litigation
• Advising elected officials
• Responding to inquiries in a timely manner
• Notifying appropriate staff of new laws, legislative requirements or other when knowledge of such changes is incurred
• Working in a respectful and diplomatic manner with all staff

• Experience with New Mexico Local Government
• Experience relating to Subdivision, Property and Road matters
• Knowledge of Employment Laws
• Monthly Flat Rate
• Annual Fee
