The Newark Housing Authority (NHA) invites proposals from qualified practitioners and law firms to provide legal counsel in key practice areas essential to its mission of offering quality affordable housing in Newark. NHA manages a diverse portfolio and requires experienced legal support for its strategic initiatives, operational needs, and regulatory compliance. The selected firm(s) will work closely with NHA's Board of Commissioners, Executive Director, and senior staff, providing counsel for both routine matters and complex transactions involving public housing, real estate, and municipal law.
Interested companies with recent, demonstrated ability to perform comparable work are invited to obtain a copy of the full Invitation for Bid (RFP) on the Newark Housing Authority website www.newarkha.org or at www.bidnetdirect.com. Registration is required to access the documents. There is no fee associated with registration, download, proposal submission, or any other activities related to Newark Housing Authority opportunities.
All questions about this solicitation must be submitted by Wednesday, August 27, 2025, at 3:00 PM ET through BidNet using the question submission function specific to this solicitation. As mentioned above, all questions received before the deadline will be answered online via BidNet.
All responses to this RFP must be received by 3:00 p.m. on Wednesday, September 17, 2025, via the www.bidnetdirect.com platform. No paper responses will be accepted.
Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 et seq. This solicitation is subject to the requirements of N.J.S.A. 40A:11-1 et seq. and 2 C.F.R. §200 et seq.
These bids are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.4 et seq.
The NHA also reserves the right to award all or a portion of the award to one or more respondents. No modifications to a bid will be permitted after the bid has been submitted to the NHA without the NHA's prior consent. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 et seq. This solicitation is subject to the requirements of N.J.S.A. 40A:11-1 et seq. and 2 C.F.R. § 200 et seq.
