Summary of Specifications:
Preliminary Engineering Design Services shall include the development of the environmental document, architectural and archaeological investigations. The prospective consultant shall review the existing bridge construction plans and inspection reports. They shall provide utility coordination, traffic controls and detour. The County requests that consultants discuss with the NJDEP the permit requirements. The Federal Highway Administration will fund the preliminary engineering for this bridge project; the NJDOT approved overhead rates (as a percentage of direct salary only) shall be used when preparing the Cost Proposal. The Project is to proceed within two (2) weeks after the issuance of a Notice to Proceed from the Morris County Purchasing Agent. Duties shall include those outlined in “Tasks”. Costs for all miscellaneous services to complete the work (i.e., mileage, printing, clerical services, testing equipment, hourly rates, etc.) shall be included in the Cost Proposal. All work for professional engineering services to provide preliminary engineering design under this Contract should be completed within three hundred sixty five (365) calendar days. The County is requiring that the consultant complete their preliminary engineering design so that final design may begin no later than July 2016 and be completed by the end of July 2017.
This contract is subject to review and approval of the Federal Highway Administration; it is anticipated that final approval of the FHWA may not be received within said 60 day period and proposer shall agree that their proposal will be held for consideration for a period not to exceed 180 days.
