Notice is hereby given that sealed bids will be opened by the Purchasing Agent of the County of Morris on Tuesday, November 30, 2021 at 10:00

FROM ROUTE 202 TO RIVER DRIVE REBID

NYS&W Bicycle and Pedestrian Shared Use Path from Route 202 to River Drive in Township of Pequannock, Morris County, and Township of Wayne, Passaic County, New Jersey – Federal Project No. STBGP-D00S(418)CON, State Project No. 2207095. The project will be funded by federal funds. The project requires a goal awarding 18% of the Total Contract Price to subcontractors qualifying as DBEs and three (3) Trainees totaling 1,620 trainee hours. Please read contract documents for further information.
There will be NO PRE-BID SITE MEETING scheduled. The County does not intend to hold any additional site visits and asks that no trespassing
take place. However, portions of the proposed trail are visible from public Right of Way. The north side of the Pompton River Bridge is only accessible by following the ROW south from Newark Pompton Turnpike; Riverside Drive dead-ends at private property. It shall be up to the Contractor’s means and methods to adequately, and legally obtain access to the Pompton River Bridge from the north.
Bids are available for downloading FOR FREE from http://www.morriscountybidsystem.com/ , or may be picked up FOR A FEE OF $50.00 on or after Monday, October 25, 2021 in the office of Engineering and Transportation at 30 Schuyler Place, Morristown, Third Floor, Room 333, during regular business hours. The County of Morris shall not be responsible for full or partial sets of Contract Documents, including addenda, obtained from any other source.
Bids shall be enclosed in a sealed envelope addressed to the County of Morris and marked with the name and address of the Bidder and the Contract
Title and Number. Each bid must be accompanied by a certified check, cashier’s check or bid bond in the amount of ten percent (10%) (not to exceed
$20,000.00) of the total bid, payable to the County of Morris, as a guarantee that if the contract is awarded to the Bidder they will enter into a contract and provide the necessary bonds, and insurance as required by the County and the Division of Risk Management.
Bid proposals shall be delivered to the Purchasing Agent either in person at the hour designated, or previous thereto, by delivery or mail, at the Morris County Purchasing Division, Room 517, 5th Floor, Administration & Records Building, 10 Court Street, PO Box 900, Morristown, New Jersey, 07963-0900. There is a drop box located outside of the Purchasing Office for convenience.
No bids shall be accepted after the designated time, and Morris County will not assume responsibility for bids forwarded by mail or delivery service,
nor any other conveyance. Bidders are encouraged to MAIL in bids and responses.
The successful Bidder will be required to furnish a Performance Bond, Payment Bond and Maintenance Bond as specified in the Contract Documents.
EACH BID MUST BE ACCOMPANIED WITH A CONSENT OF SURETY which states that the surety company will provide the Bidder with the performance bond specified in the Contract Documents in the event the Bidder is awarded the Contract.
Bid proposals are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.2, et seq., and as such, contractors are exempt from the limitations on making political contributions under that law. Further, for that reason, as well as because of language in the New Jersey's Annual Appropriations Act, refusal to disclose campaign contributions otherwise required by N.J.S.A. 19:44A-20.2 et seq. and 19:44A-20.25 et seq., will not adversely affect your consideration for award.
The vendor shall maintain all documentation related to products, transactions or services under this contract for a period of five years from the date of
final payment. Such records shall be made available to the New Jersey Office of the State Comptroller upon request.

In accordance with the Governor’s Executive Orders regarding Covid-19, the County of Morris requests that the public maintain SOCIAL

Bidders/Respondents choose to attend, they are required to be screened by Courthouse security. If they show any signs of illness, they will not be
permitted access to the building. Masks are required for entry.
