Summary of Specifications:
The County of Morris is soliciting proposals from Professional Engineers, licensed to practice in the State of New Jersey, to provide Engineering Design Services for Replacement to County Bridge No. 1400-190 on Kiel Avenue over a Tributary to Pequannock River in Kinnelon Borough, County Bridge No. 1400-706 on Ironia Road over Burnett Brook in the Township of Randolph, County Bridge No. 1400-713 on Combs Hollow Road over a Tributary to India Brook in Mendham Township, County Bridge No. 1400-714 on Combs Hollow Road over a Tributary to India Brook in Mendham Township and County Bridge No. 1400-715 on Combs Hollow Road over India Brook in the Township of Randolph, New Jersey. This project is for the replacement of the above listed bridges to carry AASHTO HS20-44 (MS 18) + 25% (HS25) Live Loads (as per section 3.7 Highway Loads – New Jersey Department of Transportation (NJDOT) Design Manual for Bridges and Structures – current edition with amendments and modifications). Engineering Design Services shall include all phases of engineering; preparation of bid documents (plans and specifications), field surveys and investigations, reviewing existing bridge construction plans and inspection reports, utility coordination, and staged construction with traffic controls and/or detours. Although The County anticipates that the bridge replacements to be looked at will require New Jersey Department of Environmental Protection (NJDEP) permits, the County requests that consultants discuss with the NJDEP the permit requirements and in their proposal provide a separate cost to obtain those permits, as needed. The Consultant shall study alternate schemes for the design/replacements to the bridges; including their superstructure, substructure, approaches and upgrading existing approach curbs and sidewalks where applicable. Due to the number of vehicles using these five bridges, the County is requiring that construction repair work be done while maintaining one alternating lane of traffic at all times and/or detours as needed. The Project is to proceed within two (2) weeks after the issuance of a Notice to Proceed from the Morris County Purchasing Agent. Consultant team must be available during both the Pre-Construction and Construction Phase of the Project. Duties shall include those outlined in “Tasks”. The County is requiring that the consultant complete their design so that construction may begin no later than June, 2014 and be completed by the end of April, 2015.
