Summary of Specifications:
The County of Morris is soliciting proposals from attorneys or law firms, licensed to practice in the State of New Jersey, to provide professional Bond Counsel Services to the County of Morris, on an as-needed basis, at the rate of $210.00 per hour for partners and $160.00 per hour for associates, during the calendar year 2015.
Additional compensation will be based on the following billing rates:
A. With respect to any permanent financing of Morris County, charges for services rendered shall be the sum of a base fee of $2,500.00 plus $1.00 per $1,000.00 of bonds issued. Alternatively, with respect to any temporary financings of Morris County, charges will be the sum of a $1,500.00 base fee, plus $.50 per $1,000.00 of temporary notes issued.
B. With respect to the preparation or review of each bond ordinance and the compilation of a certified record of proceedings in connection therewith, charges shall be $300.00 for each bond ordinance prepared.
C. With respect to any advance refunding contemplated by Morris County, Bond Counsel will provide an Escrow Agreement and will direct the investment of proceeds of such advance refunding issue in a manner that is consistent with the restrictions of federal tax law to provide for the payment of the refunded issue, and shall charge an additional fee of $12,500.00 for such services.
