Summary of Specifications:
1) INTRODUCTION: Through this Request for Proposals (RFP), the Wayne County Airport Authority (Airport Authority) hereby invites businesses that meet the qualifications set forth herein to submit Proposals for strategic scorecard software and related implementation services for the Wayne County Airport Authority. The Airport Authority seeks a Software as a Service (SaaS) technology solution to assist in managing the organization’s strategic objectives, performance measures, and related initiatives. This commercially-available solution should provide a comprehensive and integrated approach to measuring progress against pre-determined targets, linking measures to strategic objectives, and cascading measures throughout the organization. The selected Proposer would not only provide the technology, but also all planning, implementation, and post-launch support for the software.
Background
The Airport Authority is in the process of updating its strategic plan, including strategic objectives, key performance measures, and 5-year performance targets. The Airport Authority has used the Balanced Scorecard methodology since 2008 to frame and track progress against the strategic plan.
Currently, the Airport Authority uses MS Excel spreadsheets to compile data regarding Authority-level and some Department-level performance measures. As a result, the Airport Authority is unable to efficiently compile, analyze, and link the results to key strategic business drivers. The Airport Authority has data for approximately 50 measures.
The primary source systems currently used to gather scorecard data include MS Excel, Tyler Technology’s MUNIS financial system, IBM’s Maximo asset management system, CLEMIS – a regional law enforcement management system, Cornerstone OnDemand, and SPSS – a statistical software package used for analyzing customer satisfaction results.
The Airport Authority desires to complete this software implementation within 90 days of issuing a Notice to Proceed.
Anticipated benefits
The benefit for the Airport Authority will be to enhance the existing process, eliminate manual procedures, provide a common repository of scorecard information, and improve communication and analysis of key business results.
The strategic scorecard software will be used to support and align with the Airport Authority’s individual performance management process, though it is not anticipated to be directly linked through the respective software services.
