Summary of Specifications:
1) INTRODUCTION: Through this Request for Proposals (RFP), the Wayne County Airport Authority (Airport Authority) hereby invites businesses that meet the qualifications set forth herein to submit Proposals for the management, maintenance and operation of shuttle and transportation services for airline passengers, airport employees from parking lots and structures, and airport terminal buildings at the Detroit Metropolitan Wayne County Airport.
Proposers are required to provide two (2) separate Annual Operating Budgets for expenses that addresses two (2) separate vehicle options as follows:
a) Shuttle equipment for the Terminal-Westin-Terminal, Public Parking vans and Standard Floor height shuttle bus equipment design for the South Employee Lot Shuttles; and b) Shuttle equipment for the Terminal-Westin-Terminal, Public Parking vans and Low-Floor height shuttle bus equipment design for the South Employee Lot Shuttles.
For the purpose of this RFP, Low-Floor design equipment is defined as: A bus specifically designed with a seating area that is accessible without the need for negotiating a step.
The Airport Authority reserves the right to award a contract for either the Standard Floor height equipment or the Alternate Low-Floor height equipment at its sole discretion.
2) GENERAL INFORMATION: The Airport Authority is seeking a business to manage the shuttle and transportation operation including, but not limited to, staffing, training, customer services, providing and maintaining a fleet of vehicles (i.e. buses, vans, etc.) and all other activities associated with shuttle and transportation services for the Airport Authority employees, airline employees, concessionaire employees, other governmental employees and all other passengers. The service will operate twenty-four (24) hours per day, seven (7) days a week, 365 days a year. The three (3) distinct shuttle services to be provided include: Employee Parking Lot Shuttle, Public Parking Lot Shuttle, and Terminal-Westin-Terminal Shuttle, which also provides pickup/drop off services for the Westin Hotel.
Information regarding each shuttle service is detailed in Attachment A. A single contract will be awarded for all three (3) shuttle services. The shuttle service shall be managed and operated in such a manner as to provide the safest and most cost efficient ground transportation needs for all users. The Proposer must develop its own operating plan to manage, provide and maintain the required services. The Airport Authority will review each proposed management plan to determine its effectiveness and sufficiency in providing all of the required services. The Successful Proposer shall meet with an Airport Authority representative prior to the final execution of the contract.
The services provided by this contract constitute a Fixed Route Transportation System as defined by the United States Department of Transportation. The services shall be provided in accordance with all applicable regulations including, but not limited to the Title II and Title III provisions of the Americans with Disabilities Act of 1990, and the Title VI provisions of the Civil Rights Act of 1964.
This is a prevailing wage rate contract.
