Summary of Specifications:
INTRODUCTION: Through this Request for Proposals (RFP), the Wayne County Airport Authority (Airport Authority) hereby invites businesses that meet the qualifications set forth herein to submit proposals to provide repairs and upgrades to the electrical and life safety systems for the South access road (SAR) utility service building and the Dingell Drive North Tunnel (North Tunnel) at Detroit Metropolitan Wayne County Airport (Airport). GENERAL INFORMATION: The Airport Authority is seeking proposals for the implementation of life safety and electrical system upgrades identified by the Airport Authority’s consultant study (Attachment A) of the SAR utility service building and North Tunnel. The SAR utility service building (Service Building) is located on the airfield operating area (AOA) to the west of Dingell Drive and the North Tunnel is just east of the vault. The Service Building currently contains electrical switchgear and power distribution equipment; fire and controls and instrumentation. It is anticipated that the successful Proposer (Contractor) will complete this project within sixteen (16) weeks following receipt of the Airport Authority’s Notice to Proceed. It is anticipated that the Notice to Proceed will be issued by the Airport Authority in June 2010. The North Tunnel at the Detroit Metropolitan Airport (DTW) was constructed to provide access to the McNamara Terminal under the east-west taxiways and runway. The tunnel includes a Service Building at the south end, which houses electrical service and controls for the tunnel lighting and ventilation systems, and a stand-by engine generator. In order to meet the schedule for opening of the McNamara Terminal, some of the tunnel systems were placed in manual operation. Automatic and remote monitoring and control of the systems were not fully operational. In 2003, a storm and concurrent power outage caused the North Tunnel and its Service Building to be flooded with approximately two (2) feet of water. Because the systems were not fully functional, the extent to which this flood may have damaged systems equipment has never been determined. DiClemente Siegel Design Inc. (DSD) was commissioned to survey, test and evaluate the physical and operational condition of North Tunnel (tunnel) and Service Building systems including the tunnel emergency ventilation jet fans, Service Building ventilation systems, ventilation systems motor controls, auxiliary and remote control and monitoring, tunnel and building fire alarm systems, and the tunnel gas detection system, and to recommend necessary repairs, modifications and upgrades based on finding, required functionality, and present codes. Therefore, the Airport Authority plans to implement the repairs and upgrades recommended by the Airport Authority’s consultant as outlined in this RFP.
