Summary of Specifications:
INTRODUCTION: Through this Request for Proposals (RFP), the Wayne County Airport Authority (Airport Authority) hereby invites businesses that meet the qualifications set forth herein to submit proposals to obtain consulting to update the airfield pavement management system at the Detroit Metropolitan Wayne County Airport (Airport Authority) and to initiate the pavement management system at YIP. GENERAL INFORMATION: In 2005 the Airport Authority implemented a pavement management system utilizing MicroPAVER and based on The Pavement Condition Index (PCI) at DTW. The PCI was developed by the U.S Army Corps of Engineers and a numerical value between 0 and 100 is given. The numerical value defines the condition with 100 representing an excellent pavement. It is widely used in transportation civil engineering. The Airport Authority uses the pavement management system for maintenance, planning, and condition assessment and future budgeting. The pavement management system has had updates and additional inspections since 2005, most recently in 2010. DTW has approximately 46.5 million square feet associated with this project while YIP has 12.2 million square feet. The successful Proposer (Consultant) tasks will include, but are not limited to, providing the required professional services to conduct a pavement condition survey on designated project areas, update the Airport Authority’s pavement management system at DTW and YIP, develop maintenance and rehabilitation recommendations based on the PCI survey at DTW and YIP, calculate PCN values on all runways and provide pavement management services including recommendations and design for the Airport Authority.
