Summary of Specifications:
Through this Request for Proposals (RFP), the Wayne County Airport Authority (Airport Authority) hereby invites businesses who meet the qualifications set forth herein to submit proposals to operate a Luxury Sedan Service at the Detroit Metropolitan Wayne County Airport (Airport). This Luxury Sedan Service will include providing transportation for the Airport’s traveling public for a continuous 24 hours a day, 7 days a week, 365 days a year operation. The Airport Authority is seeking a business to provide and operate, in cooperation with the Airport Authority, the Luxury Sedan Service for passenger accommodation from the Airport. The Luxury Sedan Service will operate twenty-four (24) hours per day, seven (7) days a week, 365 days a year. The successful Proposer is to provide Luxury Sedan Service and incorporate the industry’s “best practices” to enhance professionalism, customer satisfaction, passenger safety and security. The Airport Authority Ground Transportation Vehicles include courtesy vehicles, vehicle for hire, SMART and special transport. The Airport Authority reserves the right to modify Ground Transportation services operating from Airport. The Airport Authority provides no guarantees as to the number of passengers selecting the Luxury Sedan Service.
A Proposer must be a business of some type. A group of individuals or companies may combine to form a “business” to submit a proposal. A “business” may be an individual, firm, vendor, association, corporation, limited liability company, partnership, joint venture, sole proprietorship, or other legal entity. If a group of individuals or companies combine to form a “business” to submit a proposal, one entity must be designated to manage the contract and be the sole point of contact with the Authority. The successful Proposer must be able to supply a Certificate of Good Standing or provide other evidence of authority to conduct business in the State of Michigan.
For the purposes of this RFP, “Contractor” or “Concessionaire” shall refer to the successful Proposer.
