Summary of Specifications:
Through this Request for Proposals (RFP), the Wayne County Airport Authority (Authority) hereby invites businesses that meet the qualifications set forth herein to submit proposals for professional services to provide an evaluation of the North Powerhouse capacity. These services are to thoroughly asses the current condition of the North Powerhouse to analyze current utility demand trends and near term utility consumption; and to make recommendations on repairs, upgrades, decommissioning/removal of the assessed systems based utility usage data. A separate solicitation for the implementation of recommendations, repairs, upgrades, etc. may be issued at a later date, as required based upon the findings of the successful Proposer’s evaluation, and as the budget allows.
The North Powerhouse at the Detroit Metropolitan Airport provides chilled (cooling) water and steam for domestic hot water, heating ventilation air conditioning (HVAC). The North Powerhouse provides utilities, high pressure steam (150 psi) and chilled water, to support the North Terminal, Blue Parking Deck (Blue Deck) and the Smith Building’s HVAC services. These utilities are produced in a plant that was designed to support a connective load that has evolved with the development of the new North Terminal.
