Summary of Specifications:
INTRODUCTION: Through this Request for Bids (RFB), the Wayne County Airport Authority (Airport Authority) hereby invites businesses that meet the qualifications set forth herein to submit Bids for as needed Computer Aided Design (AutoCAD) services for Detroit Metropolitan Wayne County Airport (Detroit Metro) and Willow Run Airport (Willow Run).
GENERAL INFORMATION: The Airport Authority staff performs some AutoCAD services in-house for both Detroit Metro and Willow Run Airports. The resulting contract is intended for services that can’t be accommodated in-house generally due to lack of staffing, or because a file size is too large for the Airport Authority to easily modify or create.
The Airport Authority uses many programs to manage its infrastructure drawing archives, AutoCAD is the primary program for this purpose. The Airport Authority currently uses the following Autodesk products: AutoCAD 2005, 2008, 2009, Map 3D 2006 & LandXML. Updates in software may be required during the term of the contract. The successful Bidder (Contractor) will be required to provide sufficient staff to be able to accommodate either a small or large scale project.
The number of staff required will depend on the assigned project. For example, staffing for one project may require a Project Manager and one (1) AutoCAD technician/drafter whereas another project could require four or five AutoCAD technicians/drafters. In addition, if a large scale project is required within a short time frame, the Contractor must be able to have the appropriate staffing to complete the assigned project. The timing, frequency, number and size of projects can not be identified at this time. Some of the anticipated projects may include, but are not limited to modifying the existing Airport Layout Plan (ALP), Airfield Lighting, and the Signage and Marking Plans, as well as utilities.
