Summary of Specifications:
INTRODUCTION: Through this Request for Proposals (RFP), the Wayne County Airport Authority (Airport Authority) hereby invites businesses that meet the qualifications set forth herein to submit Proposals for providing Transportation Security Administration (TSA) approved aviation channeling services for airport workers Criminal History Record Checks (CHRC), Security Threat Assessments (STA) and in the future, for Customs and Border Protection E-Badge (CBP) program at the Wayne County Airport Authority.
GENERAL INFORMATION: The Wayne County Airport Authority is required under Federal Regulations to conduct background checks on all airport workers. The TSA requires that airport’s use one of the TSA approved aviation channeling services providers. This RFP is for those aviation channeling services at Detroit Metropolitan Wayne County Airport for a two (2) year period with two (2) one-year renewal options exercisable at the sole discretion of the Airport Authority.
The Proposer will receive, validate and aggregate biographic and biometric data from the Airport Authority and then transmit the data to the TSA for airport worker screening. The Proposer shall fully automate the transmission of the biographical and biometric data from the Airport Authority to the TSA and from TSA to the Airport Authority. In addition, the Proposer shall provide a web based portal for the Airport Authority to obtain transmitted airport worker screening information. The Airport Authority is utilizing Honeywell ProWatch AP Badging system and Indentix Touchprint Livescan Fingerprint equipment.
The Airport worker screening is provided by the TSA for a fee and the aviation channeler will pay those fees on the Airport Authority’s behalf. The Proposer shall have set fees for the services provided. Detailed billing reports will be required for auditing purposes.
The Proposer shall provide customer service and support during normal business hours (Monday through Friday 8:00 a.m. – 4:30 p.m. EST).
If as a result of this RFP and subsequent approval process, should there be a change in service providers from the Airport Authority’s current service provider, there shall be a transition period of not more than thirty (30)-days. The Airport Authority’s current service provider’s contract expires 7/28/13.
