Overview and Background
Washtenaw County Facilities and Fleet Management intends to expand electric vehicle charging infrastructure to support the widespread adoption of electric vehicles across its fleet of more than 250 vehicles. The Resilient Washtenaw Climate Action Plan sets an ambitious goal of net-zero greenhouse gas emissions from County operations by 2030. Pursuant to this goal, the County plans to electrify 100% of its light-duty vehicles by 2030 and to install EV charging stations at all County facilities and fleet storage areas by 2027. Over several phases of deployment, the County aims to provide a total of approximately 120 ports through a combination of Level 2 and DCFC EVSE at approximately 15 sites across the County. Future phases will be dependent upon the availability of funding.
To this end, Washtenaw County Facilities Management is issuing this RFP for Phase 1 of a multi-phased approach, with the intent of executing a contract with one successful bidder for the installation, operation, and maintenance of electric vehicle charging infrastructure (EVSE) for installation on County-owned property. Depending on responses, the County may elect to enter into multiple contracts for multiple vendors.
As a result of this RFP, Washtenaw County Facilities Management intends to deploy up to 38 charging ports across at least five, and up to 12 sites. The county anticipates chargers to be installed, commissioned, and fully operational by December of 2025. A list of possible sites with the potential number of ports is included in Appendix A.
