Summary of Specifications:
To solicit proposals from organizations that have the expertise, and are interested in providing research-based substance abuse prevention services in Oakland County, under a performance-based contract with the Oakland County Health Division/Office of Substance Abuse Services (OSAS). Prevention programming is intended to prevent the onset and reduce the progression of substance abuse. It is conceptualized as an ordered set of steps along a continuum to promote individual, family and community health, prevent mental and behavioral disorders, support resilience and recovery and prevent relapse. OSAS is interested in funding evidence-based programming focused on a logic model – outcome approach, i.e., a system that employs clear and useable objectives for program planning, service delivery, accountability, and reporting.
Prevention program services requested under this Request for Proposals (RFP) will be funded through the Strategic Prevention Framework – State Incentive Grant (SPF-SIG). The goal of this Substance Abuse & Mental Health Services Administration (SAMHSA) funded grant is to:
1) Build prevention capacity and infrastructure at state and community levels; 2) Prevent the onset and reduce the progression of substance abuse, including childhood and underage drinking; and 3) Reduce substance abuse-related problems in communities.
OSAS has overseen the SPF-SIG process for Oakland County in collaboration with many community partners. During Phase I of this process a Needs Assessment Summary (Attachment E) and Community Strategic Plan (Attachment F) was developed to address the two State of Michigan identified priority substance abuse problems of alcohol-related traffic crash deaths (ARTCD) and underage drinking (UD) in Oakland County. During Phase II of the process an Implementation Plan (Attachment G) was developed to identify specific evidence-based programs, strategies, and interventions designed to impact the desired outcomes of the strategic plan.
Proposals are being accepted for a two year grant period beginning with FY 2008/2009 thru FY 2009/2010 for evidence-based programs, strategies, or interventions that address the prioritized intervening variables to impact the following problems:
