Summary of Specifications:
1. Schedule participants for substance abuse education program as a result of sentencing; maintain a record keeping system to track all such participants; provide reports to the 52/1 District Court concerning participants' attendance or status 

2. Implement and sustain policies, procedures and documentation required for a substance abuse program license. 

3. Facilitate substance abuse education and pre-treatment sessions at the court address. 

4. Session content may be presented in the order or sequence determined by the contractor, delivered to the group in the way determined by the contractor, with time allocated to specific concepts determined by the contractor
