OAKLAND-MACOMB INTERCEPTOR DRAIN (OMID) CONTRACT NO. 2 INSTALLATION OF FLOW CONTROL MEASURES

Sealed proposals for construction of the Oakland-Macomb Interceptor Drain (OMID) Contract No. 2 will be received by the Oakland-Macomb Interceptor Drain Drainage District, One Public Works Drive, Building 95 West, Waterford, Michigan 48328 until 10:00 A.M. on November 24, 2009, at which time the bids will be publicly opened and read aloud.
Contract No. 2 is located within the ITC Corridor at 15 Mile Road, and within public right-of-way along Utica Road and Dodge Park Road in the City of Sterling Heights. Contract No. 2 includes the construction of:
1. Control Structure No. 6: PCI 7/8 Access, Gate and Pump Structure. This structure is a 50-foot inside diameter cylindrical shaft located at the intersection of 15 Mile Road and the ITC corridor in the City of Sterling Heights. The construction of the PCI 7/8 Gate Structure will include temporary dewatering, excavation, construction of a circular earth retention system, temporary flume, concrete base slab and walls, flow control gate, pump station, backfill, and site restoration.
2. Control Structure No. 7: PCI 8 Access and Gate Structure. This structure is a 13-foot by 25-foot inside dimensions rectangular shaft located on Dodge Park Road in the right-of-way between Broad and Warsaw Streets in the City of Sterling Heights. The construction will include relocation of existing utilities, traffic control, temporary dewatering, excavation, construction of a rectangular earth retention system, temporary flume, concrete base slab and walls, flow control gate, backfill and site restoration.
3. Control Structure No. 8: PCI 9 Gate Structure. This structure is a 11.75-foot by 8.75-foot inside dimensions rectangular shaft located on Utica Road just west of Dodge Park Road in the City of Sterling Heights. The construction of the PCI 9 Gate Structure will include relocation of existing utilities, traffic control, relocation of trees, excavation, construction of a circular earth retention system, temporary flume, concrete base slab and walls, flow control gate, and replacement of landscaping, irrigation, and electrical systems.
This project is State Revolving Fund (SRF) and ARRA funded; it will be awarded by February 17, 2010 and all SRF and ARRA conditions will apply.
Bid documents may be examined at the Oakland County Water Resources Commissioner’s Office located at One Public Works Drive, Building 95 West, Waterford, Michigan, 48328 and the Macomb County Public Works Commissioner’s Office located at 21777 Dunham Road, Clinton Township, Michigan, 48036, on or after October 20, 2009. Bid documents may be obtained from NTH Consultants, Ltd. 480 Ford Field, 2000 Brush Street, Detroit, Michigan 48226, on or after October 20, 2009 for a non-refundable fee of $200.00 for each set of documents. Checks must be made payable to “NTH Consultants, Ltd”. Reference documents will be available for review, by appointment, at NTH Consultants, Ltd. office listed above. A certified check or bank draft payable without condition to the County of Oakland, or a satisfactory bid bond executed by the bidder and a surety company in an amount of 5% of the bid amount shall be submitted with each bid. Submit bids in a sealed envelope, plainly marked “BID - OAKLAND-MACOMB INTERCEPTOR REPAIR - CONTRACT NO. 2”.
A MANDATORY SITE TOUR AND PRE-BID MEETING will be held on October 26, 2009. The Site Tour will be held from 10 a.m. to 12:30 p.m. The Contractors must meet at 9:30 a.m. at the main pavilion of Dodge Park, north side of Utica Road, just west of Dodge Park Road, in Sterling Heights, Michigan and complete the mandatory registration forms. The site tour will be followed by a Pre-Bid meeting at 2:00 p.m. at the Macomb Intermediate School District (MISD) Educational Service Center located at 44001 Garfield, Clinton Twp., Michigan, 48038. Mandatory Registration will begin at 1:30 p.m. The purpose of the site tour and pre-bid meeting is to show the project site, present an overview of the proposed work and to provide an opportunity for prospective bidders to ask specific questions concerning the project. Minutes of the pre-bid meeting will be made part of the contract documents for the project. Only bids received from registered contractors in attendance at the site tour and pre-bid meeting will be opened. All other bids will be rejected as non-responsive.
The Owner reserves the right to accept any bid, reject any and all bids, and to waive any non-material irregularity or informality in the proposals.
