Summary of Specifications:
Oakland County is requesting sealed proposals from consultant(s) specializing in public sector training for professional development, technical knowledge and/or certification which may be required for compliance with local, state and/or federal mandates as required by the County or other public sector agency. It is the desire of the County to create and administer training programs based on pre-defined competency models which provide a broad overview of skills required of employees to be successful within the County’s various departments and other public sector agencies. The County would like to continue its current system which:
• Supports development of competencies required of the general employee population, supervisors, and managers across the County’s departments and other public sector agencies. • Incorporates, as needed, development and administration of learning strategies for the general employee population, supervisors, and managers across the County’s departments and other public sector agencies. • Applies existing off-the-shelf or customized training material which focuses on developing individuals from across the employee population in general competencies associated with successful performance at the County and in specific skill/career tracks of individuals employed by the County’s various departments and other public sector agencies. • Provides standard training sessions for employees requiring ongoing training to meet certification requirements, learn newly mandated processes or procedures, or develop skills in other areas as needed. • Consistently applies/reinforces training courses that are specific to skill needs within the public service arena.
Scope of the Consultant’s Roles, Duties, and Objectives
The consultant(s) hired will accomplish the following: • Have access internally or through external sources to off-the-shelf or necessary customized training courses related to competency acquisition, certification requirements, mandated processes, etc. • Demonstrate compliance with local, state and/or federal mandates as required by the County and other public sector agencies in all content, both printed and presentation materials. • Facilitate training sessions by delivering content to a defined audience. • Partner with the County to evaluate training outcomes and make recommendations for ongoing improvement of existing programs. • Respond to future requests with cost effective approaches for new training courses related to competency acquisition, certification requirements, mandates, etc. • Respond to the needs of 24/7 operations by working flexible hours to provide training to employees who do not work a traditional 8:30 a.m. – 5:00 p.m. shift. • Be willing to travel to locations throughout Oakland County to present training to employees at locations outside of the main Pontiac/Waterford campus as needed.
