Summary of Specifications:
The Oakland County Purchasing Division in conjunction with the Oakland County Sheriff's Office, the Oakland County Circuit Court and Criminal Justice Coordinating Council is issuing this Request for Proposal (RFP) to obtain sealed bid proposal responses for an Inmate Electronic Monitoring Program, which will satisfy the requirements described in this RFP. The RFP is to identify a full service supplier who, if selected, will maintain a local presence, to provide 24-hour, 7-day per week electronic monitoring of specific, targeted inmates in lieu of continued incarceration in jail. The inmates will remain under the custody of the Oakland County Sheriff’s Office but be allowed restricted movement through electronic based monitoring to go to work, attend educational classes, attend support services, etc. The home-based monitoring plan will be developed specifically for each inmate. A home confinement plan will be developed for those inmates who meet the criteria for serving a remainder of their sentence on tether. All inmates sentenced to work release status will be placed on electronic monitoring. Electronic monitoring will offer a fiscally responsible alternative for managing the inmate population for non-assaultive and low-bond inmates.
