001476 - Back Up Mail Services

Summary of Specifications:
Oakland County is requesting SEALED proposals on behalf of Support Services – Mail Room for backup mail processing services on an as needed basis for the Oakland County Mail Center. Effective dates of service are August 1, 2010 through July 31, 2011. Contract may be extended for an additional 2 years. 

Scope of Services 

Oakland County will advise the need for back up services the day the service is required. 

Oakland County will have metered the mail at the 5 digit rate 

Mail will be submitted in trays. 

Vendor is required to pick up the mail for processing from the County Mail Center between 4:30 – 4:45pm the day of service request. 

Vendor will guarantee and provide documentation that the mail was submitted and cleared for processing by USPS the same day as received. 

The Oakland County Mail Center processes approximately 6,000 pieces of metered postage mail daily. 

Vendor may be asked to process permit mailings using the Oakland County permit. Processing must be provided the same day as pick up. Verification of submission and clearance for processing must be made available to the County upon request and paperwork is to be included with the monthly statement. 

Vendor will supply acceptable paperwork for Oakland County to fill out and receive a receipt for each pickup. 

Vendor will provide Oakland County Mail Center Supervisor a statement on the 16th of every month. This will include a daily breakdown of mail pieces processed, additional postage (if necessary) plus processing charge for each day that service was provided. 

Vendor may be asked to apply postage in some cases. Oakland County will not be charged more than actual postage costs plus processing fee. 

All mail processed and prepared must be done by the contracted vendor in house and not by an outside vendor unless mutually agreed upon before the transfer.
