Program Description: The Authority is working with several local governments to continue the Chief Information Security Officer (CISO) as a Service program established by the State of Michigan Department of Technology, Management and Budget (DTMB) in 2017. Governor Snyder created the 21st Century Infrastructure Commission in March 2016. The 21st Century Infrastructure Commission issued its final report in November 2016 including Recommendation 4.3.4:
The Governor should create a shared virtual chief information security office (CISO) to provide consulting and advisory services to multiple local governments. Led by the chief information security officer, the virtual CISO will develop, implement, monitor, and support cyber program activities for multiple local governments. The virtual CISO would also serve as a conduit for cooperation among and between local governments and other state, federal, and nonprofit agencies to support the mission of cyber security. Participating agencies would pay for this service through annual fees.
DTMB launched a pilot program in 2017 and funded the virtual CISO position for 18 months. That funding will end on September 30, 2018 and the program will then be funded by the participating local governments. DTMB may continue to participate informally but it does not intend to facilitate or fund the program after September 30, 2018. Instead, the Authority is soliciting proposals from qualified contractors to provide the services necessary to continue the program indefinitely.
