Description

Scope of Work/Contract Deliverables 

The Work will include, but is not limited to the following services:

  1. Benefit plan vendor management 
  2. Compliance assistance including but not limited to an annual compliance calendar that outlines all deadlines for filings, reporting, testing, employee communication requirements and fee/tax payment requirements.   
  3. Guidance for any applicable legislation, including but not limited to:
    1. Patient Protection and Affordable Care Act (PPACA)
    2. Consolidated Omnibus Budget Reconciliation Act (COBRA)
    3. PA106 of 2007 and Health Insurance Portability and Accountability Act (HIPAA)
    4. The Publically Funded Health Care Contribution Act 
  4. Financial analysis and budgeting 
  5. Union negotiation support 
  6. Drafting of employee/board benefit communication materials as well as open enrollment support. 
  7. Assistance with the following:
    1. Strategic Planning
    2. Plan management
    3. Vendor solicitation and procurement for insurance and administrative services
    4. The management, design, administration and compliance of the following:
      1. GLWA’s medical, dental, vision, life and wellness programs
      2. Life and AD&D
      3. Short and Long Term Disability
      4. FSA Plans
      5. HSA Plans
      6. Retirement Benefits
      7. Supplemental/optional employee-paid voluntary benefits 
  8. Evaluation of current practices and developing recommendations to build a benefit program and improve member and retiree access to healthcare while containing cost 
  9. Communication materials 
  10. Additional services as required (Provisional Allowance)
