RFQQ-RR-BE3-GC-12182025 - Construction Services & Contractor Federal Prequalification

The Detroit Land Bank Authority (DLBA) invites qualified contractors to submit bids for Construction Services and Contractor Federal Prequalification for the Blight Elimination Round Four projects. Work performed is subject to Davis-Bacon/Prevailing Rates.

Key Details:

• Submission Deadline: Bids must be submitted via the BidNet website (www.bidnetdirect.com) by 10:00 AM on JANUARY 22, 2026. Late submissions will not be considered.
• Format: Bids must be in Adobe Acrobat PDF format except where other formats are specified. Facsimile, email and physical submissions will not be accepted.
• Bid Opening: Bids received by the submission deadline will be publicly opened and read on JANUARY 22, 2026 AT 10:00 AM via Zoom. Access details are provided on the RFQQ cover sheet.
• Questions: Must be submitted through the BidNet website by 10:00 AM ON JANUARY 15, 2026. The DLBA does not guarantee responses to questions submitted after this deadline. Questions received by the question deadline will be responded to in an addendum posted to the BidNet website.
• Mandatory Virtual Prebid Meeting and Jobsite Walkthrough: A mandatory virtual prebid meeting will be held on Zoom, JANUARY 8, 2026, at 9:00 AM. Instructions on how to register and access the mandatory virtual prebid meeting are contained on the bid coversheet. A mandatory job site walkthrough will take place at 1:00 PM on JANUARY 8, 2026, at 5039 GRAYTON, Detroit, MI. Bids will not be considered from firms who do not attend the mandatory virtual prebid meeting and mandatory jobsite walkthrough. Firms must be in attendance at BOTH events in order to be considered.

• Bidders should download and review all bid documents from the BidNet website. Documents from other sources are not authorized and may be incomplete.
• Only firms meeting the minimum requirements stated in the RFQQ will be considered.
• Proposals will only be considered from firms who meet the requirements for prequalification and the minimum requirements set forth in the bid document.
