Description

On behalf of the Mayor’s Workforce Development Board (MWDB), the Detroit Employment Solutions Corporation (DESC) is seeking proposals from qualified applicants that adopt a human-centered design approach to provide the following services to eligible job seekers and employers:

Wagner-Peyser Act Employment Services (ES) and related Reemployment Services and Eligibility Assessment (RESEA) services;
WIOA Basic Career Services; and
Trade Adjustment Assistance (TAA).

Selected applicants will assist DESC and the MWDB to build a workforce system that yields the greatest benefits for job seekers and businesses and achieves the following goals: 1) serve and build the skills of over 40,000 residents per year via Career Centers located strategically across the city, and 2) increase residential employment, improve family financial stability and reduce the poverty rate.

The selected ES/TAA service provider(s) will coordinate with DESC’s Career Center contractors to provide seamless basic career services to Unemployment Insurance (UI) claimants, adversely affected workers, employers and other qualified job seekers. Wagner-Peyser ES and Trade Adjustment Assistance services must be delivered by merit-based staffed organizations.
