Background:  Livingston County, together with the 44th Circuit Court, is requesting proposals for Indigent Criminal Defense Services for the purpose of garnering legal representation to all qualifying indigent adult defendants.  Currently, Livingston County’s indigent defense systems are managed by the Courts.  However, the Michigan Indigent Defense Commission (MIDC) has approved a compliance plan submitted by Livingston County, the funding unit of the 44th Circuit Court, which designates the task of assigning defense counsel as well as, other administrative tasks related to case assignment to a newly created position; the Public Defender Administrator.  Both the position and the tasks designated to the position will be independent of the Court.  The compliance plan must be implemented within 180 days of receipt of grant funds allocated by the State of Michigan.
In order to ensure quality legal representation to indigent defendants, Livingston County and the 44th Circuit Court require all proposals to include provisions necessary to comply with the standards both adopted and approved by the MIDC.  The applicable standards are attached to this document as Attachment B and are incorporated into this request by reference.
Type of Solicitation:  Request for Proposal - Livingston County Fiscal Services is requesting sealed proposals on behalf of the Livingston County 44th Circuit Court for legal professionals to provide court-appointed client representation for indigent defendants within the Livingston County Courts.
Type of Resulting Contract:  Indefinite Delivery Indefinite Quantity (IDIQ) Contract.  For proposal comparison purposes 100 cases has been identified as the estimated quantity for the contract term.
Resulting Contract Term:  One (1) year base contract with two (2) one-year renewal options, at the discretion of the County based on annual performance reviews for a total contract period not to exceed three (3) years.
