The Community Mental Health Partnership of Southeast Michigan (CMHPSM) is one of Michigan’s ten Medicaid Prepaid-Inpatient Health Plans (PIHP)s which have oversight of public mental health and substance use disorder service funding within the State. The CMHPSM provides leadership for the management and integration of services across the four-county region which includes Lenawee, Livingston, Monroe, and Washtenaw. Respondents to this request, shall herein be referred to as the “firm” or “auditor” in relation to any questions or requirements of the potential auditing firm to be selected.
The CMHPSM is requesting organizational information, as well as fixed audit pricing and hourly consultation rate quotes, from qualified firms of certified public accountants related to the following:
Financial and Single Audits
Firm’s total fixed price to conduct the annual financial audits and single audits, where applicable, for the CMHPSM as the PIHP, as well as the Community Mental Health Service Providers (CMHSPs) within the CMHPSM region (an audit of all funds for each entity);
Compliance Audits
Firm’s quoted fixed price to conduct compliance audits for each CMHSP and the CMHPSM as the Substance Use Disorder program.
Consulting Rate
Firm’s quoted hourly rate for professional consulting services, outside of the scope of the financial and/or compliance audits as requested by the CMHPSM.
