Summary of Specifications:
The Community Mental Health Partnership of Southeast Michigan (CMHPSM) is the Pre-Paid Inpatient Health Plan (PIHP) for Lenawee, Livingston and Washtenaw counties, which includes the Subtance Use Disorder responsibilities formerly assigned to coordinating agency entities before October 1,2014. The CMHPSM is requesting proposals from respondents for substance use disorder prevention and treatment programs/initiatives to be provided within one of the following counties: Lenawee, Livingston, Monroe and Washtenaw. The term for the RFP begins on October 1, 2017 and extends until September 30, 2020, the CMHPSM reserves the right to extend the RFP term for an additional two optional years. The CMHPSM will determine all contract terms derived from successful responses to this RFP. The CMHPSM reserves the right to not issue, terminate, amend or extend individual contracts derived from this RFP process. Identifying and understanding current and projected, substance use disorder related issues and trends in the CMHPSM region is vital for developing potential improvements and effecting change. Substance use disorders continue to be correlated with various individual, familial, and community issues. The counties within the CMHPSM region (Lenawee, Livingston, Monroe and Washtenaw) understand the importance of targeting needs and strategies to promote healthy communities and individual well-being. Critical to the chances for success in substance use disorder prevention or recovery oriented treatment, is the implementation of evidence based interventions targeted to multiple sectors within a community.
