BACKGROUND
The City of Grand Rapids, the second largest city in Michigan. The City of Grand Rapids serves a population of approximately 200,000 people with a municipal area of 46 square miles. The City is a regional provider of water, wastewater, storm water, and other public services to a number of municipalities in Kent and Ottawa counties, serving a population of approximately 280,000 and covering 137 square-miles of service area. The City currently employs 1.600 full-time active employees, with approximately 300 of those being sworn Police personnel.

The Grand Rapids Police Department (GRPD) is located in the center of downtown’s commercial area. Being able to provide the best customer service for the citizens of Grand Rapids is the number one priority for the City as an organization. As a result, it is important to attract and hire the highest, most well-rounded candidates from entrance applicant pools. For leadership development it is vital that the personnel processes for promotional opportunities yield the best overall candidates for open promotional positions.
