2026-013R - City Hall Roof Assessment

The City of Battle Creek is seeking qualified contractors to provide emergency roof repair services and comprehensive evaluation for the historic City Hall building located at 10 Division St. N. The 4-story building (circa 1914) features a 17,000 sq ft TPO membrane roofing system experiencing leaks throughout the system, with a significant emergency leak in the southwest corner area causing water intrusion all the way to the basement level.

This project will be in three phases: Phase 1 Emergency Repairs; Phase 2 Evaluation Services; and later, Phase 3 Implementation, with the scope of work to be based on Phase 2 evaluation findings. The selected contractor must demonstrate emergency response capability, TPO (Thermoplastic Polyolefin) system expertise, and experience with historic buildings.

Contract award for all three Phases will be to a single contractor.  Initial award will be for Phase 1, with Phase 2 and Phase 3 awarded with a contract amendment prior to, and authorizing, the start of work.
