Description

The City of Romulus, Michigan is seeking bids from qualified contractors for the installation of GAF EverGuard TPO 60 Mil Membrane roofs or department approved alternates on both levels of the building located at 36542 Goddard Road, Romulus, Michigan 48174.  The approximate square footage of the installations are 1350 on the upper level and 1100 for the lower level.  The measurements are given as estimates only and it will be the responsibility of any company bidding to determine the exact measurements of the areas to be roofed.  Additional work will include the tear down of the existing roofs, removal and fill in of the skylight of the upper roof, replacement of failed sheeting, all required flashing, and installation of gutters on the rear of both levels of the building.  Contractor must be a Manufacturer certified installer for the product being bid and must have the installation warrantied (for a minimum of 20 years) by the Manufacturer following the installation.  An optional pre-bid meeting has been scheduled for 10:00am, Thursday, 3/22/18 in the Romulus Council Chambers located at 11111 Wayne Road, Romulus Michigan 48174. This will be the only opportunity for bidders to view the existing conditions at the sight and to take any measurements to determine the quantities of the materials required for submitting an informed bid. 

  1. Qualified individuals and firms wishing to submit a bid must use the forms provided by the City.  Bid forms and specifications may be obtained from the MITN Purchasing Group page of BidNet Direct at http://www.mitn.info/.  Bids may be rejected unless made on the forms included with the bidding documents.  Copies of documents obtained from any other source are not considered official copies.
  2. Clarifications, modifications, or amendments may be made to this solicitation at the discretion of the City.  Any and all addenda issued by the City will be posted on the MITN Purchasing Group page of BidNet Direct.  All interested parties are instructed to view the MITN website regularly for any issued addenda.  It is the responsibility of the bidder to obtain all issued addenda and acknowledge receipt of said addenda by including a printed copy of each addendum as part of the required documents for this solicitation and to list the addendum and sign and date the “Acknowledgment of Receipt Addenda Form supplied in the bid documents.
  3. A total of three copies (one marked “Original” and two marked “Copy”) of the bid must be submitted together in one sealed package/envelope and returned to the City Clerk's Office no later than 2:30 P.M., Tuesday, 4/11/2018.  Bids should be addressed using the Bid package label provided in the ITB documents.
  4. At approximately 2:45 p.m., local time all timely received bids are to be publicly opened and read.
  5. The successful Bidder will be required to submit proof of all insurance required by the ITB documents and copies of all required endorsements.
  6. The City reserves the right to postpone the opening without notification and also reserves the right to reject all bids and to waive any minor informality or irregularity in bids received and to award the bid in whole or in part.  No Bid may be withdrawn for a period of ninety (90) calendar days after the scheduled closing time for receipt of the Bids. A contract may ultimately be awarded to the lowest most responsive and responsible company, as determined in the sole discretion of the City of Romulus or otherwise in a manner deemed by the City to be in its own best interest.
  7. Neither the submission of nor acceptance of any bid shall constitute a contract between any bidder and the City of Romulus.  No such contract shall exist without first being approved by a formal action of the members of the Romulus City Council and only after all required bonds and proof of insurances and copies of endorsements have been received by the City and the agreement is signed by authorized representatives of the City of Romulus and the successful Bidder.

Following a brief question and answer session, all companies attending will be afforded the opportunity to view the sight.  This will be the only opportunity for bidders to view the existing conditions at the sight and to take any measurements to determine the quantities of the materials required for submitting an informed bid. 

    No claim of ignorance will be accepted from any company submitting a bid regarding existing conditions, needed materials, amounts of materials and the areas to be torn down, roofed or flashed.
