Summary of Specifications:
The City of Rochester Hills will utilize American Recovery and Reinvestment Act (ARRA) funds for the installation and purchase of select energy efficient products for various City facilities. The Department of Energy (DOE) has established terms and conditions that apply to ARRA funding, including procurement regulations, performance metrics, reporting, eligibility limitations and prohibitions for use of the funds. The select products/services shall be in compliance with all ARRA and DOE requirements. It is the intent of these specifications to cover all labor, materials, tools and equipment, parts and supplies, delivery to the City of Rochester Hills select facilities necessary for removing existing windows and frames and replace with glazing/window system that meets the requirements of the specifications contained in this document. Performance Metrics consistent with the ARRA goals, on which the results of funding will be assessed include: • Jobs created and retained • Energy saved (kwh/therms/gallons/BTUs/etc.) • Renewable energy installed capacity and generated • Energy cost savings • Other environmental or societal benefit The selected vendor will assist the City in calculating these performance measures by providing data regarding the products proposed relative to the above criteria. The City will determine which products and services best meets its needs based on design, functionality and energy savings of proposed products. Vendors should describe their product(s) and services and how they will provide the City a solution to its needs. Vendors are asked to include all references within the state along with the contact name of their local representative. The proposal must include all fees associated with the procurement. With a view to obtaining the most acceptable product(s) and services, the scope of work covers general requirements. General Specifications 1. The proposed products/services shall meet all applicable Federal, State and Local regulations, including M.I.O.S.H.A and O.S.H.A. regulations and ARRA and DOE requirements. 2. Components and materials furnished shall be new and at least of standard quality currently used commercially, conforming to current engineering and manufacturing practices. 3. Materials shall be free from defects that adversely affect the function or appearance of the finished product. 4.
