Summary of Specifications:
The City of Rochester Hills is seeking proposals from qualified and experienced companies for remanufactured transmissions, gas and diesel engines, differentials and rear axle assemblies on an “as needed” basis to the City of Rochester Hills Fleet Services Division for a three (3) year term. For the purpose of this contract the following definitions shall apply: a) Remanufactured – a process where a component has all wear parts replaced and is renewed using the same production process as when the component was originally manufactured new. The component is than quality tested using the same manufacturer’s performance criteria for new equipment. b) Allison transmission remanufacturing shall consist of all labor by Allison factory certified and trained technicians, all updates, and soft parts such as clutch plates, all seals, gaskets, filters, washers, springs, and bushings. Parts shall consist of hard parts such as converter elements, main housings, carriers, gears, bearings, governors, supports, shafts, and valve bodies. Only genuine Allison parts shall be used throughout (will fit or rebuilt/re-conditioned parts are not acceptable). All parts exceeding Allison Transmissions’ service wear limits (as published in the Allison Transmission Service Manual) shall be replaced. Proposer must be a certified Allison Guild member and must have access to Allison EXTRANET. c) Transmissions shall consist of at least case, valve body, tail shaft housing, torque converter, oil pan, modulator, and bell housing, as applicable. All normal wear parts and items such as clutch plates, bands, seals, O-rings etc., shall be replaced. d) Gas Engines (Complete): Remanufactured: Block, connecting rods, crankshaft, cylinder heads, rocker arms, camshaft, oil pump, oil pan, front cover. New (parts installed): Pistons, rings, main bearings, rod bearings, cam bearings, oil and water plugs, valves, valve springs, valve keepers, valve guides, lifters, oil pump (Include list of new parts) e) Diesel Engines (Running complete): Remanufactured: Block, connecting rods, crankshaft, cylinder heads, rocker arms, camshaft, oil pump, oil cooler, intake manifold, flywheel housing, oil pan, front cover, accessory drives, fuel system, turbocharger, vibration damper, valve cover(s). New (parts installed): Pistons, rings, main bearing, rod bearings, cam bearings, liners, oil and water plugs, valves, valves springs, valve keepers, valve guides, lifters, oil filters, injector tubers. Include list of new parts.
