Summary of Specifications:
The City of Rochester Hills is seeking proposals from experienced and qualified contractors to provide large woody debris management on the Clinton River and its three (3) defined first order tributaries upstream located within the City of Rochester Hills. Proposals will be received by the City of Rochester Hills at the Purchasing Division, 1000 Rochester Hills Drive, Rochester Hills, MI 48309 or through the MITN website until Tuesday, March 17, 2015, at 3:00 P.M., Local Time.
The submission of a proposal by a contractor shall be considered evidence that the contractor is satisfied with respect to the conditions to be encountered and the character, quantity and quality of the work to be performed.
The City of Rochester Hills officially distributes bid documents from the Purchasing Division or through the Michigan Intergovernmental Trade Network (MITN). Copies of bid documents obtained from any other source are not considered official copies. Only those vendors who obtain bid documents from either the Purchasing Division or the MITN System are guaranteed access to receive addendum information, if such information is issued. The first step to do business with the City is to become a registered vendor by visiting the City website at www.rochesterhills.org, select City Services, Purchasing and Vendor Registration to link to the MITN website. Final proposal results will be posted on the MITN website after award.

Background
The Clinton River is a low-gradient, alluvial river located in southeast Michigan. Approximately six (6) miles of the river flows through the City of Rochester Hills. Although the majority of the riparian corridor is forested, the watershed is highly developed suburban/urban land. Portions of the river are highly sinuous. In addition, Rochester Hills, like much of Michigan, is still enduring the impact of the emerald ash borer. These characteristics of the river, its floodplain and watershed generate a significant amount of in-stream woody debris. Integrated management is necessary to balance designated uses of a stream or river while maintaining ecological integrity. The goals for managing woody debris of the Clinton River in the City of Rochester Hills include enhancing recreational access/use, maintaining a natural, healthy riparian ecosystem and protecting community infrastructure.
The purpose of this solicitation is to provide management actions for future woody debris structures identified by City personnel for one (1) year. The management actions involve partial or full removal of log and/or debris jams that have formed within the stream and currently impede stream flows and hinder recreational activities. Where feasible, serviceable trees and logs from log jams will be secured to the stream banks, to provide some level of stream bank protection from erosion and provide valuable fish habitat in the form of large woody debris.
