Summary of Specifications:
Sealed bids for the removal of trees along Hamlin Road will be received by the City of Rochester Hills at the Purchasing Division (lower level), 1000 Rochester Hills Drive, Rochester Hills, MI 48309 until EXACTLY 3:00 P.M., Local Time, Tuesday, March 24, 2015, at which time and place said bids will be publicly opened and read aloud. The City of Rochester Hills officially distributes bid documents from the Purchasing Division or through the Michigan Intergovernmental Trade Network (MITN). Copies of bid documents obtained from any other source are not considered official copies. Only those vendors who obtain bid documents from either the Purchasing Division or the MITN system are guaranteed access to receive addendum information, if such information is issued. The first step to do business with the City is to become a registered vendor by visiting the City website at www.rochesterhills.org , click on Government Services, Departments, Purchasing, Bid Opportunities, and link to the MITN website. Final bid results will be posted on the MITN website after award. Vendors are specifically directed to not contact other City staff; unauthorized contact of any City Department employee may result in reject of bid submittal. The submission of a bid hereunder shall be considered evidence that the vendor is satisfied with respect to the conditions to be encountered and the character, quantity and quality of work to be performed. Bids shall be in conformance with the documents. The Bid Form must be completed entirely and submitted with the Bid. The bidder shall be required to meet the City’s insurance requirements and shall maintain such coverage until the project is complete. Any deviations from the specifications must be noted on the bid. All bids shall be opened publicly and read aloud at the date and time specified. Each bid shall be recorded together with the name of the bidder. Bids shall be in accordance with the Purchasing Ordinance and the requirements of this notice in order to be deemed “responsive”. Scope of Work The City is accepting bids for the removal of trees on Hamlin Road as indicated on the plans attached to this bid document and identified as Attachment A. Bid price must include all labor, materials, equipment, supplies and tools necessary for the removal and disposal of trees and associated brush piles. The successful vendor is required to perform all traffic control as required. Before submitting a Bid, Contractors shall review Attachment A (Work Areas and Tree Removal Area) and visually inspect the areas to arrive at a clear understanding of the conditions to be encountered, the difficulties involved, and all other factors affecting the work proposed under this bid request. The bidders are required to visit the site and take inventory of the trees in accordance with the plans. It should be noted that the plans provided are approximately two (2) years old and trees in relation to what is identified on the attached plans and what may be encountered in the field could vary. Vendors are responsible for visiting the sites and verifying the number of trees for removal that are 3” or greater as measured 4 ½’ from the ground are required to be removed. Any tree less than 3” as measured 4 ½’ from the ground are not required to be removed. The awarded vendor will work with the Department of Public Services designated representative to verify and agree upon final quantity of trees to be removed prior to beginning work.
