Summary of Specifications:
The City of Rochester Hills will utilize American Recovery and Reinvestment Act (ARRA) funds for the purchase of an Energy Management System including all equipment, wiring, hardware, software, construction documents, engineering calculations and diagrams and annual maintenance and support. The purchase will includes system design and software implementation, training and annual support. The City of Rochester Hills will provide the services for equipment installation. The Department of Energy (DOE) has established terms and conditions that apply to ARRA funding, including procurement regulations, performance metrics, reporting, eligibility limitations and prohibitions for use of the funds. The selected products shall be in compliance with all ARRA and DOE requirements.
Performance Metrics consistent with the ARRA goals, on which the results of funding will be assessed include: • Jobs created and retained • Energy saved (kwh/therms/gallons/BTUs/etc.) • Renewable energy installed capacity and generated • Energy cost savings • Other environmental or societal benefit
The selected vendor will assist the City in calculating these performance measures by providing data regarding the products proposed relative to the above criteria.
