Summary of Specifications:
The selected consultant shall assist the City in obtaining its objectives to: • Continue to maintain accessibility at its current sites, grounds and facilities and identify significant access needs and barriers • Make recommendations at sites, grounds and facilities to improve ADA compliance • Identify policies and programs for improved access and inclusion to better serve the community • Recommend corrective actions necessary to ensure compliance • Recommendations for adaptation As part of this Request for Proposal, the consultant shall provide a work program that will address the objectives as discussed in the previous section. At minimum, all responses must also address each of the following components. Consultant’s work plan shall include, but not be limited to: • Inspect and review the select facilities, sites, grounds, operations and equipment to ensure compliance with ADA regulations • Work closely with DPS/Facilities and Fire Department staff to evaluate existing sites, grounds and facilities • Discuss with City staff plans for renovations and enhancements of sites, grounds and facilities for accessibility • Interview DPS/Facilities and Fire Department staff relative to the subjects of inclusion and access • Using federal guidelines and other resources, identify barriers to access or inclusion and make recommendations for improvements and enhancements on a priority level; • Provide a comprehensive report, including an overview of existing conditions and restraints on the property as well as any potential use issues, recommendations for policies and implementation strategies to address the City’s objectives, a description and photograph of each deficiency with reference to specific section of Americans with Disabilities Act Accessibility Guidelines (ADAAG), required repairs/options to bring the asset to an acceptable and compliant condition, suggestions for universal accessibility and a current cost estimate to perform the repairs • Provide ADA training and services as required by the City Consultant’s work program must identify the tasks to be performed and the timeframe to complete them. It must also identify who on the consultant’s team will be performing the tasks. Those consultants that provide the best work program as determined by the City may be invited to present their work program to an evaluation committee.
