Dated: June 3, 2016: The City of Rochester Hills is seeking proposals for banking services. Sealed proposals will be received by the City of Rochester Hills at the Purchasing Division, Lower Level, 1000 Rochester Hills Drive, Rochester Hills, MI 48309 until EXACTLY 3:00 P.M. Local Time, THURSDAY, JULY 14, 2016, at which time the names of submitting proposers will be publicly read.
PRE-PROPOSAL WRITTEN QUESTIONS will be received by the City until, Tuesday, June 24, 2016, at 10:00 a.m. Written questions shall be mailed, emailed or faxed to Lisa Cummins, CPPB, Purchasing Manager, City of Rochester Hills, 1000 Rochester Hills Drive, Rochester Hills, MI 48309 or cumminsl@rochesterhills.org or Fax: 248-608-8178. The City prefers email delivery of written questions. It shall be the responsibility of the Proposer to determine and provide all services required and incorporate all such items in their cost proposal to meet the City’s needs.
The City of Rochester Hills officially distributes bid/proposal documents from the Purchasing Division or through the Michigan Intergovernmental Trade Network (MITN). Copies of proposal documents obtained from any other source are not considered official copies. Final proposal results will be posted on the MITN website after award.

All proposals eight (8) copies must be submitted in a Sealed Envelope marked “RFP – BANKING SERVICES”. LOCATION WITHIN THE BOUNDARIES
A proposer must be a federal or State of Michigan chartered banking institution with a principal and/or branch office located in Michigan and within the cities of Rochester Hills or Rochester. Any question as to whether a proposer meets this qualifying condition may be submitted to the City in writing prior to submission of a proposal. All proposals must indicate the bank's principal office location and the branch location(s) closest to the City of Rochester Hills Municipal Offices, 1000 Rochester Hills Drive, Rochester Hills, MI 48309.
DESIGNATED DEPOSITORY
The City must designate any proposer selected to receive the City’s banking service agreement as a qualified depository. All bidders should indicate in their proposal if they believe they currently are or were, in the past, a designated depository of the City. Current designated bank depositories for the City of Rochester Hills are Bank of America, Charter One Bank, Chief Financial Credit Union, Comerica Bank, Fifth Third Bank, First Merit Bank, Flagstar Bank, Huntington Bank, JP Morgan Chase Bank, Level One Bank, PNC Bank, TCF Bank, Talmer Bank and Trust Company and The PrivateBank.
REQUIRED FINANCIAL INFORMATION
Each proposer shall submit, with their proposal, copies of their annual audited financial reports for the past three (3) years. The report will be used by the City to determine the financial strength of each proposer. THE SUCCESSFUL PROPOSER SHALL, DURING THE DURATION OF THIS CONTRACT, CONTINUE TO FURNISH TO THE CITY UPDATED ANNUAL AUDITED FINANCIAL REPORTS IN A TIMELY MANNER.
